A Busy, Productive Life in Washington


The family moved to Washington in late 1966 (forty years ago) when Joe took a job as Assistant Commissioner of Education for Program Planning and Evaluation. Here he is being sworn in by Harold Howe II, the U.S. Commissioner of Education.

In addition to running an Educational Policy Research Center from his office downtown, Joe often worked in his study at home.



He wrote and edited several books and articles.
